Cognitive Augmentation for Military Applications: Insights from the NATO NIAG SG-278 Study Relevant to the Human Factors Community
DescriptionWe present the findings from the NATO Industrial Advisory Group’s study entitled “Cognitive Augmentation for Military Application.” This study (NIAG SG-278) was performed in support of NATO’s development of the Cognitive Warfare concept and its specific aim was to address “how to augment NATO individual and collective cognitive capabilities to ensure cognitive superiority.” The international study group worked over two years to tackle this aim through four lenses:
1- Cognitive preparedness, education, and training (e.g., what training tools and methodologies exist, how do they work, when/where are they effective)
2- Neurotechnologies and neuroweapons (e.g., neuro-augmentation capabilities, weapons and countermeasures in the neuro realm)
3- Emergent and disruptive technologies (EDTs; e.g., AI, machine learning, blockchain, wearables)
4- Ethical, legal, and social impact (ELSI; e.g., human brain projects, moral obligations, victim rights, side-effects, and human rights).
