80. Noise in the Vote-by-Mail Process: A California Case Study

DescriptionThe danger of noise for workers in a production environment is widely known. Vote-by-mail (VBM) is a process-oriented system that enfranchises voters to participate in democracy by offering a convenient and flexible way to cast their votes. VBM’s popularity has increased over the last two decades, especially during the presidential election in 2020 due to the COVID-19 pandemic, when it increased to 46% of all voters choosing this option. The goal of the VBM process is the same for all jurisdictions: to process and tabulate the voter’s ballot to count their vote, however the usage and type of machines can differ from one county to another. This study compares the noise levels of different VBM machines to threshold standards (i.e., U.S. Occupational Safety and Health Administration, U.S. National Institute for Occupational Safety and Health, and World Health Organization) and suggests possible mitigation strategies to ensure worker safety.
